for the development of project documentation together with obtaining the required agreements and decisions necessary to obtain a building permit for the investment entitled: "TECHNOLOGY PARK MISTAKES IN TWORDS - CENTER FOR RESEARCH AND DEVELOPMENT, CENTER FOR PRODUCT AND SERVICE DESIGN".

A. Description of the subject of the contract:

Subject of the contract:

The project includes:

1. a) a single-story production hall with a floor area of about 2,400 m², the hall will be an open space (without partitions or separate rooms) in which machinery and equipment will be placed,

(b) a three-story social and office building with a floor area of about 800 m² for employee facilities and conference and training functions on the upper floors.

(2) The development shall include two new exits from the street onto the plot allocated for the development to serve the proposed facilities.

B. The bid should include:

1. the total price of the project divided into:
- price of the hall with social and office building
- price of roads and exits
2. terms and form of payment (payment broken down in stages as stipulated in the contract).
3. bid validity period min. 30 days.
4 Bidder's insurance.
5. all details of the company - full address, phone number, tax ID.
6 References - min. 3 confirmed comprehensive project implementations.
7 Implementation date.
9. comprehensive scope of work :
The bid should include all stages of work necessary to obtain a construction permit:

I. Implementation of the investment concept.

• Acquisition of a situation and elevation map.
• Obtaining an extract and extract from the land register.
• Obtaining and analyzing guidelines from the Local Development Plan.
• Preparation of an architectural concept of cubic objects with projections showing the functions of individual floors cross sections and 3D visualizations along with a proposal for land development.

II. Execution of additional studies.

• Preparation of a map for design purposes.
• Geotechnical investigation of the subsoil and geotechnical documentation.
• Preparation of a project information sheet (KIP) and obtaining an environmental decision.
• Acquisition of current technical conditions for connection of utilities from network managers.

III. Execution of the Land Development Project in terms of:

• Landforms.
• Greens.
• Small Architecture.

IV. Execution of Multi-discipline Construction and Detailed Design in the branches:

• Architecture.
• Structures.
• Sanitary installations.
• Electrical installations.

V. Execution of Road Design of exits, parking lot and internal road and fire road.

VI. Obtaining opinions for the project from experts in sanitation, hygiene, fire. And occupational health and safety.

VII. Obtaining a positive assessment from ZUDP, agreeing the connection designs with the relevant network managers

VIII. Obtaining a construction permit decision for the entire project.

IX. Bills of quantities and investor's cost estimates

Only bids that contain all of the above information and meet the conditions in Section C will be considered.

C. Conditions to be fulfilled by the Bidder:

1. is authorized to act in legal transactions in the Republic of Poland.
2. has the necessary licenses to perform the work and activities that are the subject of the contract.
3. has the necessary knowledge and experience.
4. is in an economic and financial position to perform the contract.
5. no bankruptcy proceedings have been initiated against the Bidder or for which no bankruptcy has been declared.

D. The bid must be submitted by 25/08/2017 in the form:

The Procuring Entity shall not be responsible for and shall not bear any costs caused by expenses or losses incurred by the Bidder in connection with visits and inspections of the performance site, or any other aspects related to the preparation of the bid.

E. Bid Selection Criteria:

Bid selection will be based on a point system. The maximum number of points to be earned in total is 100 points. Points will be distributed according to the following breakdown:

1. price - max 50 points.
2 Completion date - max 40 points.
3 References - max 10 points.

Description of the way of awarding points for fulfilling a given criterion for evaluation of the offer:

Net price of the cheapest offer
------------- x 50 = number of points
Net price of the tested offer

It is required to specify the net price and the amount of VAT with a breakdown of the price into materials and labor.

Description of scoring - criterion of completion date:

- Completion of work within 6 months - 40 points.
- Completion of work between 6 and 7 months - 20 points.
- Completion of work more than 7 months - 0 points.

Description of scoring - criterion of references:

- 10 or more references with a project value of more than 150tys PLN net - 10 points.
- From 5 to 9 references with a project value of more than PLN 150tys. net - 5 points.
- Less than 4 references with a project value of more than PLN 150tys. net - 0 points.

The Procuring Entity reserves the right to conduct final negotiations with the selected Bidder.
The contracting authority reserves the right to discontinue the proceedings.

Attached to the request is a model contract, which will be completed and signed with the selected bidder after the bid with the highest number of points is selected.

Technical specifications and design documentation must not indicate specific products, patents, origin of materials.
